Constitution expert Nilambar Acharya has opined for completing three-tier of elections within 11 months.
Speaking in an interaction here in the district today, Acharya suggested the disgruntled parties to take part in the election after forging political consensus through dialogues.
Acharya, who is also the former Minister, blamed the government saying that it was not serious on holding elections.
He added that the government should hold elections at any cost and it could not escape from elections on any pretext.
In another context, he added that the converted Parliament could not take decisions on important matters with long-term consequence.
